今天把翻译介绍美国政府采购法的一节文章交给导师看,
结果被批了,说简单地把法条翻译过来是低附加值是东西,
但是感觉翻译,特别是这种专业性的真不容易.

恩,问个问题,在美国的政府采购法中用到solicitation与offer这样的词,
我觉得从意思上理解就是类似于招标文件跟投标文件的东西,但是又该译成征求意见书或者报盘什么的,
想问一下有比较合适的译法吗?
